I would suggest launching from Port A public marina and run the East shoreline South.  You can also launch from Billings or Clems from South end and stay in Packary flats.  You can run North on the East shore line to stay out of rough water.  Just watch the low tides cutting across Packary flats.

Not sure how many usually migrate down but I have noticed flocks of 20 or more in the Middle to Lower Laguna Madre this year.
